The article is aimed at solving the main problems of the contemporary fiscal policy realization model. As a result the author determines the criteria of its efficiency connected with the anti-crises economic, banking mechanism as to budget deficit, corporate debt of the financial institutions as well as non-financial companies, ended with macroeconomics non-equilibrium during all the crises stages.
