The article presents the author's vision of the features of regulating and planning development of transport services’ market on the basis of state regulation of a mechanism of organization and self-organization of pricing and competition’s processes. The author proposes a conception of state regulation of transport services’ market on the basis of monitoring dynamics and market fluctuations taking into account its instability and uncertainty of economic policy.
