Closed administrative-territorial entities created for the purposes of the nuclear industry have been existed in a stable socio-economic conditions for a long time. In the last 5-10 years in the closed administrative-territorial entities negative trends of the depressed areas began to appear. At the same time the socio-economic development of the closed administrative-territorial entities is characterized by the opposite tendencies: forming enterprises have a stable portfolio of orders, increased fiscal capacity persists. High-tech core activities in the closed administrative-territorial entities trigger their competition with the most developed areas. As the authors state for the sustainable development of the closed administrative-territorial entities stable government policies and management systems are required.
