The purpose of the study is to analyze the regulatory framework for the protection of public health, motherhood and childhood in the Russian Federation. Materials and methods. The analysis of modern scientific literature, as well as regulatory and legal on issues of public health and social support of maternity in the Russian Federation. A comparative assessment of the effectiveness of health systems and social welfare of maternity in the post-Soviet countries. It is shown that measures to protect motherhood and childhood in Russia are complex and pronatalistic, but they have a few problems. Women during pregnancy, childbirth and child care in Russia can rely on social protection, which is often higher than in many European countries. Conclusion. Currently, constitutional principles, fundamentals and guarantees in health care are presented in international treaties, the Constitution of the Russian Federation, Federal laws, laws of constituent entities of the Russian Federation and other regulatory and legal acts. Great prospects are the implementation adopted in 2018 sectoral program «Health». A new approach to the development of strategic planning in the field of health is based on the basic principles that characterize the characteristics of health care as a branch of activity.
