The article distinguishes the methodological and systematic fundamentals for the formation of energy policy of the industrial enterprise. The article performes the analysis of Russian state policy in the field of energy efficiency and conservation , which allows to identify the organizational-economic and regulatory drawbacks proving the existing contradiction between the economic interests of the state and private business in the field of energy efficiency and power supply. Author proposes and formulates the management concept of power consumption of industrial enterprise. The concept includes a number of propositions, the dynamic normal of energy efficiency and energy saving playing the key role. It is regarded as a business model of energy efficiency and energy saving that provides the implementation of both economic and energetic strategies of enterprise.
